In the old Diablo 3 at every level/act and difficulty there were many many players in the public games. Seems that blizzard outright killed the public leveling with the bounty/rift bullcr*p rhaepso mentioned.

When you choose "Public Game" and "Join" it uses the difficulty setting you currently have selected and the activity you currently have selected (Rifts, Greater Rifts, Bounties, etc) to drop you in queue to join another person's public game with those settings.

Public games allow people to join your game. When you toggle between the options like Rifts/bounties in public you'll see how many games are open. And yes, it's a slow progression up through the different torments. Bounties will drop certain crafting materials from the caches. Most people rift/greater rift for progression.

Bounties. Split up the bounties; don't follow people around, skip boss fights, etc. There are 25 bounties for 4 players, that means you should be completing 7.5 bounties per run. If you can't complete at least 5 bounties, turn the difficulty down. Focus on the bounty, don't kill every mob (unless it is part of the bounty); it's fine to kill.
